INTRODUCTION
The educational program reflects the goals, objectives, directions and content of activities, ensures the integrity of the educational space KZPSO "Art School" 11 Odessa (hereinafter - the Institution) and its specifics, determines the main result of the pedagogical process - achieving a certain level of music education.
In developing the program, the specifics of the Institution of Additional Extracurricular Art Education as an element of the Ukrainian educational system were taken into account, taking into account the following characteristics:
- free personal choice of activity that determines individual human development;
- variability of content and forms of organization of the educational process;
- the activity nature of the educational process, its focus on the formation of social adaptability, responsibility;
- evaluation of educational results on the basis of personally significant values;
- the creative nature of the style of relations between teachers and students.
The program includes the following structural components: an explanatory note containing general information about the Institution, regulatory support of the educational program and its analytical justification; Terms; normative results, goals and content of education, list of educational components, normative content of education; list of tools of the system of internal quality assurance of the elementary sublevel of primary art education.
1 EXPLANATORY NOTE
1.1. Information Help
Municipal institution of primary specialized education "Art School № 11 Odessa" is a legal entity, budgetary non-profit institution; type of Institution - out-of-school educational institution in the field of culture; type - the initial link of specialized art education. The institution operates on the basis of the charter approved by the decision of the Odessa City Council dated 10. 06. 2020 № 6114 - VII, owns separate property, has an independent estimate and balance sheet, its own accounting and other attributes of a legal entity. KZPSO "MSH №11" carries out its activities in accordance with the Constitution of Ukraine, laws of Ukraine "On Education", "On Extracurricular Education", "On Culture", "On Local Self-Government in Ukraine", regulations on art school, approved by order of the Ministry of Culture of Ukraine from August 09, 2018 № 686, other regulations of Ukraine, decisions of the Odessa City Council, its executive committee, orders of the mayor, orders of the director of the Department of Culture and Tourism of the Odessa City Council.

1.2. Regulatory support of the educational program
The program is compiled in accordance with the regulations governing the activities of art schools in Ukraine:
- Law of Ukraine "On Education" of 05.09.2017 № 2145-VIII
- Law of Ukraine "On Extracurricular Education" of 22.06.2000 № 1841-III

1.3. Analytical substantiation of the educational program
KZPSO "MSH №11" is an institution of extracurricular education and provides educational activities for the implementation of additional educational programs in the field of art in order to meet the needs of the population in intellectual, artistic, aesthetic and moral and spiritual development.
The educational program is the only set of educational components planned and organized by the art school in order for students to achieve learning outcomes (acquisition of competencies). To ensure the high quality of education, it is necessary that each of the participants in the educational process (teacher, applicant and parents / other legal representatives) is aware of the level of responsibility for the result of their work: - the student is obliged to fulfill the requirements of the educational program (individual curriculum), to work diligently not only in the classroom, but also at home, adhering to the principle of academic integrity and to achieve the learning outcomes provided by the Program; - teacher - is obliged to professionally implement the educational program to achieve the learning outcomes provided by students; to organize creative and cultural-educational work with each student of education of the class;
- Parents (other legal representatives) - are obliged to ensure the regularity and efficiency of their child's homework, to organize the daily routine, to provide control and support of homework. The interest of parents (other legal representatives), their deep involvement in the process, constant presence at concerts, competitions, participation in school projects - a prerequisite for the success of children.
High quality of education, its accessibility, attractiveness for students and their parents (other legal representatives), spiritual and moral development, aesthetic education and artistic development of the individual is provided in MSH comfortable, developing educational environment, including: organization of creative activities by conducting various creative activities, the use of the best modern technologies in the educational process, the construction of the content of individual curricula based on the development of a particular child, the effective management of the educational institution.
2. GENERAL PROVISIONS
Educational program of elementary level of primary art education in music art, instrumental classes piano, violin, cello, flute, clarinet, saxophone, bandura, balalaika, guitar, domra, accordion, accordion, electronic keyboards (synthesizer), electric guitar, bass guitar, drums, drums (hereinafter - the Program) is designed for the elementary level of primary music education, the main purpose of which is to introduce students to the world of art, identify and develop their musical abilities and talents, including from an early age, the formation of competencies (knowledge , skills, abilities, understanding, attitude), necessary for creative self-realization and possible choice of profession in the field of musical art.
The educational program is developed on the basis of "Typical educational program of the elementary level in music art, instrumental classes", approved by the order of the Ministry of Culture of Ukraine from 04/24/2019 № 352.
Mastering the program gives you the opportunity to apply the competencies acquired in the learning process in your daily life, as well as to continue the acquisition of primary art education at the basic (secondary) level of primary art education of general art or primary professional orientation.
The normative amount of study load per student, both general and by educational components, is the minimum necessary for the acquisition of primary music education competencies of the elementary level and cannot be reduced or reduced, except in the following cases:
- enrollment in the educational program of the student older than 6 (7) years (I class of primary school), when his / her initial abilities, demonstrated at the introductory audition, allow to master the content of the educational program at a fast pace (shortened study - reduction of the year (years) of mastery educational program of the elementary sublevel). In this case, part of the hours provided by the educational program from the released year of study may be aimed at eliminating the "gap" in the knowledge of the student with students of his / her age who master the standard educational program, in particular, in the discipline "Music Literacy and Practical Music" (taking into account the psychophysical readiness of the student to master the program in an intensive mode);
- enrollment in the educational program of a student with the number of adults when his / her initial abilities demonstrated at the introductory audition allow him to master the content of the educational program at a rapid pace.
The decision to reduce the normative term of primary art education and the amount of mastering the educational program at the initial stage is made in agreement with the teacher, parents, other legal representatives of the student (for school-age students) and the pedagogical council of the art school. It is not allowed to reduce the period of mastering the educational program and reduce the number of hours for studying certain disciplines for students who need a normal pace of study.
This educational program defines the types of training sessions, forms and means of current and final control and recommendations for their implementation, as well as general approaches to assessing the level of achievement of mandatory learning outcomes by students.
The purpose of the educational program is to generalize and systematize the normative content of education in a logical sequence for students to achieve certain normative learning outcomes through the use of a set of musical and pedagogical methods, approaches and tools.
The program is based on the following principles:
- coordination of goals, content and expected results;
- accessibility and practical orientation of the content of education;
- continuity and prospects of training;
- logical sequence of mastering the content and adequacy of the amount of education and educational components for students to acquire normative learning outcomes;
- providing opportunities to adapt to individual characteristics, needs and interests of students.
The purpose of mastering the normative content of the program - the formation of students' initial theoretical, theoretical and practical, practical performing competencies in music and instrumental art, the development of musicality, aesthetic perception and positive attitude to various arts through assignments to the best examples of national and world art, in particular music, heritage, identification and creation of conditions for the development of creative abilities of students from an early age, motivation to continue musical education.
Achieving this goal involves the following tasks:
- formation and development of musical-imaginative thinking, aesthetic taste, skills of music perception, ability to think about it in connection with other types of art;
- mastering the technique of performing (reproducing) musical works by playing a musical instrument, practical mastering of the means of musical expression for their conscious use during the performance of musical works of appropriate complexity;
- formation of skills of emotional and artistic performance of musical works;
- formation of the ability to harmonious interaction in the creative team during joint (collective) music making;
- development of motivation for independent learning, creative development of the student by involving in studying, listening, performance of works of musical art;
- formation of necessary competencies (knowledge, skills, abilities, understanding, attitude), which provide an opportunity to continue education in the educational program in the instrumental classes of the basic (middle) level of general art or primary professional orientation, or related art.
The normative term of study for this educational program is 4 years for students who started studying at the age of 6-7 (1st grade of primary school). Children under the age of six on September 1 of the current school year may begin to receive primary art education in the same school year at the request of their parents (other legal representatives). Individuals with special educational needs can begin to receive primary music and instrumental education at the elementary level in this educational program at any age.
The duration of mastering this educational program by students with special educational needs is determined by the individual pace of acquisition of relevant competencies and may be increased.
The main form of obtaining primary art education in this educational program is the full-time form. Taking into account the capabilities and needs of students, including those with special educational needs, it is allowed to organize training in other forms of home, distance or external education.
Requirements for persons who can start studying in this educational program. A person of any age can start studying in this educational program of primary art education in music and instrumental art at the elementary level. demonstrates the performance (singing) of a song of his choice, repeats a simple rhythm and melody with the examiner.
The total minimum normative amount of study load per one student for the entire period of study at the elementary level (4 years) in instrumental music classes is 840 hours at the rate of 35 study weeks per year:

The main form of organization of the educational process is an individual or group lesson.
Within the lesson or in extracurricular time it is recommended to use different forms and methods of teaching - art projects, role-playing games, staging, lessons-seminars, interactive lessons, integrated lessons, excursions, virtual trips, quests, viewing (live or in recordings) performances, exhibitions, attending concerts, etc.
Forms of organization of the educational process can be clarified and expanded in the content of individual disciplines and should not be an obstacle to compliance with the requirements for educational outcomes defined by the standard educational program (standard). Forms and methods of teaching the teacher chooses independently, taking into account the specific working conditions and while ensuring the acquisition by students of competencies defined by the curriculum in certain disciplines.
Occupancy of groups for conducting group classes in academic disciplines is:
"Music literacy and practical music making" - 8 - 12 students;
"Conversations about art" - 8 - 12 students;
"Instrumental ensemble" - depending on the composition from 2 to 12 students;
"Orchestra" (orchestra groups) - according to the composition of an average of 6 students;
"Choir" (choir groups) - 12 - 15 students.
In case of impossibility to form a group due to insufficiency or excess in relation to the specified standards of the contingent of students, the deviation on the filling of groups in one direction or another is allowed no more than 20% (except for groups making music ”). In case of a significant excess of the contingent (over 20%), the division into groups of the total number of students in the respective year of study is carried out according to the smaller values.
Monitoring and assessment of student achievement is based on systematic monitoring of their individual development in the learning process. The purpose of control is to find effective ways to achieve the learning outcomes of each student. When assessing the personal achievements of school-age students, it is forbidden to compare them with the achievements of other students. Scoring in school-age students in the first or second year of study is not provided.
During the elementary level of primary art education, school-age students, with the assistance of teachers, master the methods of self-control, self-reflection and self-evaluation, which promotes responsibility, interest, timely detection of gaps in knowledge, skills, understanding and attitude.
The task of assessment at the elementary level of primary art education is to reveal the potential of each student, to support and inspire him / her to further study and music making. Requirements for expected learning outcomes and student competencies are used to organize continuous monitoring of academic progress. Assessment of academic achievement is carried out not for individual tasks, but for progress in mastering the discipline as a whole. The student's achievements are evaluated in relation to his / her academic progress, and not by the results of comparing his / her achievements, the complexity of the mastered repertoire, etc. with the achievements of another student.
Forms of current and final control are used to assess the level of student achievement (normative learning outcomes).
Current control takes place during the school year based on the results of work during classes in the form of surveys or auditions (modular and semester). Current control is carried out in order to quickly monitor the effectiveness of the student and adjust the pedagogical techniques and methods applied to him / her by the teacher.
Final control is carried out at the end of each year of study in the form of an annual comprehensive control measure, which includes learning outcomes for all components provided by the educational program, within the disciplines defined by the curriculum of mandatory learning outcomes.
At the end of the fourth year of study, the final control over the educational components is carried out:
1. "Musical instrument" - in the form of an exam;
2. "Musical literacy and more practical music making" and "Conversations about art" - in the form of a comprehensive exam-interview with a creative task;
3. "Choir" / "Orchestra" / "Ensemble" - in the form of a public collective performance.
Based on the results of the final control in the fourth year of study, in case the student demonstrates the learning outcomes provided by this educational program, he / she is issued a certificate of primary art education at the elementary level. To assess the extent to which students achieve the results of learning the elementary level of primary art education is used:
Verbal (formative) assessment , which involves diagnosing the achieved results and providing verbal (oral and written) characteristics;
Score , which involves scoring (grades) in digital (numerical) terms. Scoring for school-age students in the first and second years of study does not apply.
Scoring involves dividing the results into 4 levels:
1. Initial (1-3 points)
2. Average (4-6 points)
3. Sufficient (7-9 points)
4. High (10-12 points).
Forms, types, content and timing of current and final control of students' academic achievements are specified in the standard and working curricula of disciplines.
Assessment in the fourth year of study involves comparing students' academic achievements with the specific expected learning outcomes defined by this educational program and the curricula of the disciplines.
Students who have fully met the requirements for learning outcomes defined by this educational program may be recommended for study at the next level in the general arts or initial vocational field.
To ensure the learning outcomes of students in the educational program, the school is equipped with the necessary mandatory tools, educational equipment and other resources in accordance with the profile and direction of work on standards in accordance with the Standards of logistics of art schools, approved by the order of the Ministry of Culture of Ukraine dated 19.06.2014 №475 (as amended).
3 REGULATORY RESULTS AND CONTENT (OBJECTIVES) OF LEARNING

4 LIST OF EDUCATIONAL COMPONENTS: NORMATIVE CONTENT OF EDUCATION.
The normative content of this elementary level educational program consists of invariant and variable components, which are equally mandatory for inclusion in the student's curriculum and constitute a single set of educational components, mastering which ensures the achievement of normative learning outcomes.
The invariant component of the content of primary education at the elementary level covers the full range of educational components defined by this educational program.
The variable component is aimed at providing an individual approach, including individual pace of education, deepening professional competencies, ensuring the right to choose educational components in accordance with the interests and needs of the student and is used for: - introduction of electives, elective courses that expand the competencies of the chosen student / specialty, or other tools, arts, etc. In this case, the content of the variable component is formed from academic disciplines, electives, activities of the student's choice and the teacher, taking into account the capabilities of the school;
- strengthening the disciplines of the invariant component;
- rehearsals, preparation for competitions, other public performances, creation of concert programs, etc.

The number of teaching hours defined by this educational program is the main one for calculating the concertmaster hours, which are planned according to the needs of the educational process for lessons in the disciplines "Musical Instrument" (except piano, synthesizer, bandura, accordion, accordion, guitar). , "Choir", "Instrumental ensemble (orchestra)" (for each group), the relevant disciplines and forms of work provided by the variable component.
The number of concertmaster hours to ensure the educational process is determined by:
not more than 100% of hours of classroom individual lessons (lessons) provided by the working curriculum (for each student) and in cases provided by the curriculum;
not more than 100% of classroom lessons (lessons) provided for in the working curriculum (for each group of students);
not more than 100% of the hours provided for consolidated choir / orchestra rehearsals;
not more than 100% of the hours provided for the study of disciplines of the variable component: the second musical instrument, rhythmics, instrumental ensemble (for students of piano class and those who chose "Chorus" as a form of collective music), staging concert numbers, solo singing, dancing.
Planning and organizing the educational process.
The curriculum indicates the disciplines whose teaching requires the accompaniment of an accompanist and indicates the features of the calculation of the study load.
On the basis of the curriculum, a working curriculum is compiled for each academic year, which is the basis for calculating the number of pedagogical (teaching and concertmaster) hours and rates required to implement its own educational program of the art school. The logical sequence of study and the specific content of educational components is revealed in the curricula of relevant disciplines.
The full value of primary music education at the elementary level is ensured by the implementation of the normative content and the amount of educational workload provided by the standard educational program.

Planning and organization of the educational process according to the working curriculum should work to create the most favorable environment for students, taking into account their age, level of psychophysical development and compliance with sanitary norms.
The discipline "Conversations about art" is a general integrated discipline and division into groups for its study can take place without taking into account the profession of the student.
All students of primary music education at the elementary level must acquire the competencies of collective music provided by the educational program within one of the disciplines:
"Instrumental Ensemble (Orchestra)" - for students majoring in one of the orchestral instruments, or
"Chorus".
As part of the study of the discipline "Instrumental ensemble (orchestra)" planning of the educational process for students who specialize in orchestral instruments can take the form of playing in a permanent ensemble / playing in ensembles of different composition / playing in an orchestra (if available) . The choice of the form of collective music making is made at the request of the student and / or on the recommendation of the teacher.
When choosing the form "playing in ensembles of different composition" and / or "playing in an orchestra", the distribution of hours provided for the study of the discipline "Instrumental ensemble (orchestra)" is carried out by dividing the discipline into modules that are implemented throughout term of study. Training using such forms can last for different periods: six months, a year, a year and a half, two years (depending on the learning objectives). In this case, each module can correspond to one ensemble.
Pupils who specialize in piano, as well as other first-year students study the discipline "Choir (vocal ensemble)". Other students may, if desired, continue to study the discipline "Choir" in the second or fourth years of study, provided that they study the discipline "Instrumental Ensemble" within the variable component.
The decision to divide students into groups of collective music is made collectively by teachers of disciplines in the specialty, "Instrumental Ensemble (Orchestra)" and "Choir", taking into account the desires, interests of students and opportunities of art school.
The distribution of hours of the educational program is carried out depending on the pedagogical goals set by the teacher and the approaches of the art school to the organization of the educational process as follows:
1) Introduction of electives, electives that expand competencies in the chosen student's specialty, or other tools or arts, etc.
In particular, the recommended electives and electives are: second musical instrument, reading notes from a letter, rhythmics, basics of improvisation, instrumental ensemble (for piano students and those who have chosen "Choir" as a form of collective music), workshop on calendar rites of the Ukrainian people and the peoples of Ukraine and the world, staging of concert numbers, solo singing (for the bandura class - especially recommended), etc.
In the case of this method of distribution of the variable component, the pedagogical council may provide the same number of hours provided for the profession to study another musical instrument, forming an institution of partnership between teachers from different instruments, which will positively affect their teaching load and creation of additional student executive groups.
2) Planning 0.5 or 1 hour of the variable component to strengthen the disciplines of the invariant component, such as "Musical Instrument" is carried out in the case of:
- significant lag of the student from the planned indicators of academic achievement in this discipline (critically low rate of learning material), identified by the results of current control;
- identification of the student's special musical abilities, which implies the need for him / her to master more complex educational material and the formation of broader competencies than provided by this curriculum.
3) Planning no more than 1 hour (weekly or collectively once a month or every six months) for rehearsals (including consolidated), preparation for competitions, other public performances, creation of concert programs, etc.
5 TOOLS OF THE INTERNAL QUALITY ASSURANCE SYSTEM OF THE ELEMENTARY SUB-LEVEL OF PRIMARY ART EDUCATION.
The task of the internal quality assurance system of education involves the implementation of the following procedures and measures:
- improvement of educational activities, which contributes to the growth of a positive image of the school;
- updating the methodological base of educational activities by monitoring and periodically reviewing educational programs, including cross-cutting, curricula of disciplines, criteria for assessing student achievement, assessment tools and methods of demonstrating learning outcomes, teaching materials, library funds of art school ;
- control over the implementation of curricula of the educational program of the art school, the quality of knowledge, skills and abilities of students, development of recommendations for their improvement;
- annual assessment of the educational process in each discipline by students, their parents or other legal representatives based on the results of a voluntary survey;
- preservation, and if possible, increase the number of students;
- creation of necessary conditions for raising the professional qualification level of pedagogical workers;
- ensuring the availability of necessary resources and information systems for effective management and organization of the educational process according to the educational program;
- providing public coverage of information about the educational activities of the art school;
- monitoring and optimization of the socio-psychological environment of the art school (control and current adjustment of teacher-student interaction in the organization and provision of the educational process);
- creation of an effective system of prevention and detection of academic plagiarism in educational and methodical, scientific works of art school staff and students;
- other procedures and activities.
Requirements for the internal quality assurance system of primary art education consist of the following components:
Staffing of educational activities. The formation of the system of selection of pedagogical staff in the Institution is based on the following criteria: professionalism, appropriate professional education, availability of pedagogical and creative abilities, internal need to improve their professional competence, high moral quality and professional ethics.
The position of a teacher, accompanist may be held by a person who has a professional background (secondary special music education) or higher music education, appropriate level of professional training, appropriate pedagogical qualifications that can ensure the effectiveness and quality of their work, physical and mental health. which allows you to perform professional duties in the institution.
Educational and methodical support. The presence of a set of methodological materials necessary for the educational process: educational (educational) program (programs), curriculum, working curricula, curricula, working curricula of teachers, repertoire lists, etc., which correspond to the content of the educational program, textbooks, training, teaching aids, author's methodical developments, methodical recommendations, individual tasks, collections of situational tasks (cases), computer presentations, illustrative materials, phono- and video textbooks , reference and other educational literature in accordance with the content of educational programs, complexes for control measures (for theoretical disciplines) and methods and criteria for assessing student achievement.
Material and technical support. Availability of appropriate premises (educational building) for the educational process with the necessary set of basic technical means, musical instruments, equipped classrooms (classrooms) for collective music, premises for teachers, office and auxiliary premises, which are provided with educational and office furniture, computer equipment, musical instruments, equipment and software, the use of which provides for academic disciplines, as well as auxiliary (sanitary and domestic) premises and facilities.
Quality of educational classes. Monitoring of the educational and methodical level of the teacher's educational classes, analysis of the effectiveness of the use of existing and introduction into the educational process of various modern artistic and pedagogical methods, approaches and tools.
Implementation of the legislation on the conduct of the educational process in the state language. Introduction within its powers to implement legislation on the comprehensive development and functioning of the Ukrainian language as the state during the educational process, ensuring documentation, visibility, organization and conducting creative events, celebrations, registration of classes with inscriptions in the state language in art schools.
Monitoring students 'learning outcomes (competencies) - continuous monitoring of students' learning outcomes, their prediction and adjustment based on pedagogical methods and techniques for students to master the competencies needed to achieve the learning goal.
Monitoring studies of student achievement at school level are conducted through current and final quality control of knowledge acquisition, recommendations for their implementation and provide for the collection of primary data, analysis and evaluation of student achievement (learning competencies), formation and maintenance of databases, tasks, tests, performances, other tools to assess the quality of educational activities of art schools and (or) the quality of primary art education and determine the quality and effectiveness of teachers.
